BENIN CITY, September 29, 2025 — The Edo State Government has announced the creation of the Edo State Lottery Regulatory Commission, a new agency set up to oversee and regulate all lottery, gaming, and related activities within the State.
According to a statement signed by Umar Musa Ikhilor, Secretary to the State Government, Governor Senator Monday Okpebholo approved the Commission to ensure a transparent, accountable, and well-regulated gaming industry that protects consumers and boosts investor confidence.
The Commission will:

Provide a legal and institutional framework for lottery and gaming operations;

Enforce fair play and responsible gaming standards;

Safeguard the interests of players and the public;

Generate revenue for Edo State through structured licensing and regulation of operators.
To lead the new body, the Governor has nominated the following pioneer members:

Hon. Habibat Yakubu – Secretary
The nominees’ names have been forwarded to the Edo State House of Assembly for consideration and confirmation.
Governor Okpebholo stated that the move reflects his administration’s commitment to creating a responsible and profitable gaming sector that contributes to the socio-economic development of Edo State.
