A unified digital platform will manage enrolment, provider selection, claims, and evaluation, ensuring transparency and efficiency. Private insurers will contribute 13% of premiums to a state-managed fund, supporting vulnerable groups and emergency response.LPHP aims to reduce medical tourism, enhance patient satisfaction, and promote sustainable healthcare delivery 
The Lagos State Government has set a six-month sensitization period before enforcing mandatory health insurance, emphasizing the need for broad enrolment to build a functional insurance ecosystem.
