Nigeria’s Agricultural Revolution Bill Scales Second Reading as Senate Pushes for Modern Farming Transformation.

Nigeria’s Senate has passed the Agricultural Revolution Bill, 2026, for a second reading, marking a significant step in legislative efforts to modernise the country’s agricultural sector, strengthen food security and improve productivity.

Sponsored by Deputy Senate President, Senator Barau Jibrin, the proposed legislation, identified as SB. 1082, seeks to establish a comprehensive legal framework for transforming Nigeria’s agricultural industry and promoting sustainable agricultural development.

The bill is designed to address longstanding challenges affecting the sector, including inadequate mechanisation, limited irrigation infrastructure, poor access to agricultural financing, low productivity, post harvest losses and insecurity in farming communities.

Its proposed provisions also cover improved seeds and agricultural inputs, research and innovation, extension services, agro-industrialisation, rural development and climate resilient farming.

Legislative Debate and Initial Setback

The bill’s consideration followed a disagreement among lawmakers during Tuesday’s plenary session on November 3, 2026.

Senator Abdul Ningi, representing Bauchi Central, questioned the proposed legislation’s scope and drafting, arguing that it required further clarification, particularly regarding its relationship with existing agricultural institutions and agencies.

Other lawmakers also raised concerns about the broad nature of the proposal and the circulation of printed copies to senators.

Following the disagreement, the Senate temporarily stepped down consideration of the bill to allow the necessary legislative procedures to be addressed.

However, subsequent reports on Wednesday, November 4, confirmed that the bill returned to the floor and successfully scaled its second reading after lawmakers resumed consideration.

What the Agricultural Revolution Bill Seeks to Achieve

The proposed legislation aims to move Nigeria away from fragmented agricultural interventions towards a coordinated framework that supports large scale production, modern farming technologies and stronger agricultural value chains.

Key areas covered by the proposal include:

  • Agricultural mechanisation: Expanding access to modern farming equipment and technologies to improve efficiency and reduce dependence on manual labour.
  • Irrigation development: Strengthening irrigation infrastructure to support year round farming and reduce dependence on rainfall.
  • Agricultural financing: Improving access to funding for farmers, agro businesses and other stakeholders across the agricultural value chain.
  • Agro industrialisation: Promoting storage facilities, agro processing, commodity markets and stronger connections between agricultural producers and industries.
  • Research and innovation: Supporting agricultural research, improved seeds, extension services and modern farming practices.

During the debate, Senator Anthony Ani, representing Ebonyi South, described the proposal as comprehensive, noting its coverage of mechanisation, irrigation, research, innovation, agricultural financing and support for women, young people and small scale farmers.

Senator Adegbonmire Adeniyi, representing Ondo Central, also highlighted the importance of establishing a statutory framework that would ensure continuity in agricultural development programmes across successive administrations.

Senate Refers Bill to Committees for Further Scrutiny

Following its successful second reading, Senate President Godswill Akpabio referred the proposed legislation to the Senate Committees on Agricultural Production, Services and Rural Development, as well as Agricultural Colleges and Institutions.

The committees are expected to examine the bill and submit their reports within four weeks.

This stage will provide an opportunity for further legislative scrutiny, including consideration of the proposal’s provisions, implementation framework and potential implications for existing agricultural institutions.

Implications for Nigeria’s Food Security

The development comes amid persistent concerns about food affordability, agricultural productivity and Nigeria’s dependence on imported food products.

Agriculture remains an important source of employment, livelihoods and economic activity across the country. However, farmers continue to face challenges involving access to finance, modern equipment, quality inputs, storage facilities, transportation and adequate security.

A comprehensive agricultural framework could help address some of these structural weaknesses if supported by effective implementation, adequate funding, institutional coordination and accountability.

Nevertheless, passing a bill through its second reading does not mean it has become law. It must undergo further legislative consideration and secure the necessary approvals before implementation can begin.

For Nigeria, the broader challenge will be translating legislative ambitions into measurable improvements in food production, farmers’ incomes, rural development and national food security.

The progress of the Agricultural Revolution Bill will therefore remain an important development to watch as the country continues its efforts to reposition agriculture as a major driver of economic diversification and sustainable development.
