Okpebholo Defends 4,000 Special Assistants, Says Appointments Strengthen Edo’s Grassroots Governance.

Edo State Governor, Monday Okpebholo, has defended the appointment of about 4,000 Special Assistants (SAs), arguing that the appointments are part of his administration’s strategy to deepen grassroots engagement and strengthen the political structure of the All Progressives Congress (APC) across the state.

Okpebholo’s position comes amid public discussion over the scale of political appointments in Edo State and questions about the responsibilities and financial implications associated with maintaining a large number of aides. The governor, however, maintained that the appointments should not be regarded as an issue, stressing the importance of having representatives who can connect government with communities at the grassroots.

The development places renewed attention on the role of political aides in Nigeria’s state governments, where governors frequently appoint Special Assistants and Senior Special Assistants to support communication, mobilisation, community engagement and other areas of governance.

Okpebholo has consistently emphasized grassroots mobilisation and political cohesion within the APC. His administration has also made several appointments designed to strengthen engagement with communities and consolidate the party’s structure ahead of future electoral contests.

The debate over the number of aides is not entirely new in Edo. Previous administrations have also faced scrutiny over political appointments. Daily Trust reported that former Governor Godwin Obaseki had 186 senior special assistants and special advisers, while plans were also made to absorb additional aides into the civil service shortly before the end of his administration.

The wider question is whether large numbers of political appointees translate into measurable improvements in governance. Supporters argue that ward  and community-level aides can provide government with faster feedback and improve citizen engagement, while critics often question the cost, duplication of responsibilities and potential use of appointments for political patronage.

Earlier reports have also highlighted political tensions surrounding appointments under the Okpebholo administration. The Guardian reported in 2025 that some Edo APC members complained about alleged imbalances in appointments within Oredo Local Government Area, while the affected party official declined to comment on the allegations.

Separately, Edo State has used appointments and recruitment as part of its broader governance agenda. In October 2025, the state government announced the absorption of 4,000 volunteer teachers under the EdoSTAR Teaching Programme and the recruitment of another 500 teachers to address manpower shortages in public schools. The announcement was reported by outlets including Punch, New Telegraph and Peoples Gazette.

For the Okpebholo administration, the stated rationale behind the Special Assistants is therefore centred on grassroots presence and political organisation. The effectiveness of the arrangement will ultimately depend on clearly defined responsibilities, transparency in public spending and demonstrable contributions to service delivery across Edo’s 18 local government areas.

As debate continues, attention is likely to remain focused on how the governor’s extensive network of political aides operates, how much it costs the state and whether the appointments produce tangible benefits for residents beyond political mobilization.
