  • The Edo State Government has debunked claims by the Indigenous People of Biafra (IPOB) alleging that Governor Monday Okpebholo approved N6 billion as compensation to so-called “Fulani terrorists” following the recent Uromi killings. In a strongly-worded statement on Thursday, the Chief Press Secretary to the Governor, Fred Itua, described the accusation as a reckless falsehood designed to incite ethnic conflict and destabilise the peace of Edo State. The controversy stems from the events of 28 March, when sixteen hunters from Kano State were killed in the Udune Efandion community of Uromi. In the aftermath, Governor Okpebholo visited Kano to sympathise with the families of the victims and appeal for calm, while a delegation from Kano later travelled to Edo to engage in peace discussions. IPOB, in a statement released on 21 April, alleged that the Governor had secretly approved a N6 billion compensation package to appease the bereaved families a claim which the Edo State Government swiftly dismissed as baseless and inflammatory. “There is no truth whatsoever in the claim that Governor Monday Okpebholo approved or paid N6 billion to any group,” Itua said. “This is a fictitious and malicious lie concocted by IPOB to sow seeds of discord and destabilise the harmony we have nurtured in Edo State.” The government warned that IPOB’s repeated attempts to manipulate public sentiment and incite ethnic hostility under the cover of activism would not succeed in Edo State. “It has become a known tactic of this proscribed group to exploit tragic situations to spread hate and misinformation,” the statement added. “Their agenda of violence and ethnic disintegration has no place here.” Emphasising its commitment to unity, security and justice for all residents, the Edo State Government reaffirmed its stance against any form of ethnic or religious discrimination. The statement also urged security agencies to investigate the source of the inciting publication and prosecute those behind it, stressing that public order and peace must not be jeopardised by dangerous propaganda. “We remain resolute in our commitment to justice, peace and the protection of all Edo people, regardless of background,” the government declared. “We will continue to uphold the values of unity, tolerance and truth in the face of reckless attempts to destabilise our state.”

Canada Introduces $1.07m Immigration Fraud Penalties, Targets Dishonest Consultants Worldwide.

The Canadian government has introduced tougher financial penalties of up to CAD $1.5 million (approximately US$1.07 million) for immigration consultants, lawyers and other representatives who engage in immigration fraud, provide unauthorized services or deliberately submit false information on behalf of applicants.

The new measures, which took effect on October 28, 2026, are part of Canada’s efforts to strengthen the integrity of its immigration and citizenship systems while protecting foreign nationals from exploitation by dishonest service providers.

Announced by Immigration, Refugees and Citizenship Canada (IRCC), the regulations apply to both licensed and unlicensed individuals offering paid immigration or citizenship advice and representation. They also cover representatives operating outside Canada.

Under the new enforcement framework, individuals providing paid immigration or citizenship advice without the required authorization could face an initial penalty of CAD $5,000. Those who knowingly provide false or misleading information on behalf of applicants, or assist applicants in doing so, could attract penalties starting at CAD $15,000.

Additional financial penalties may apply where an application is approved based on false or misleading information. Repeat violations could also result in progressively higher fines, with the total penalties reaching a maximum of CAD $1.5 million.

The government said the measures are intended to discourage fraudulent practices and ensure that individuals offering immigration services operate within established legal and professional requirements.

Public Registry to Expose Fraudulent Immigration Representatives

Beyond the financial sanctions, Canada plans to introduce a public online registry identifying individuals and representatives penalized for immigration related misconduct.

According to IRCC, the registry, expected to become operational in 2027, will publish the names of penalized representatives alongside details of their violations.

The initiative is expected to improve transparency and help prospective immigrants identify dishonest agents before committing money or personal documents to their services.

The regulations also establish enforcement procedures through which the authorities can investigate suspected violations. Individuals who believe they have been unfairly penalized will have access to a formal review process.

Implications for Nigerian and African Immigration Applicants

The development carries significant implications for prospective immigrants from Nigeria and other African countries, where many people depend on immigration consultants and recruitment intermediaries to navigate foreign visa and citizenship processes.

Canada remains an important destination for international students, skilled professionals, workers and families seeking better educational and economic opportunities.

However, the growing demand for overseas opportunities has also created room for fraudulent operators who promise guaranteed visas, fabricate employment offers, manipulate financial documents or misrepresent applicants’ qualifications.

The new Canadian regulations are particularly relevant because they extend to paid representatives operating outside the country. Consequently, immigration agents serving Nigerian applicants could also fall within the scope of the rules when their activities meet the requirements for enforcement.

Prospective applicants are therefore encouraged to verify the professional authorization of anyone offering paid immigration advice or representation before making payments or sharing sensitive documents.

Canada’s immigration authorities have repeatedly warned that fraudulent representations can jeopardize applications and expose applicants to serious immigration consequences, including visa refusals and potential inadmissibility.

Strengthening Accountability in Canada’s Immigration System

The introduction of the penalties represents another step in Canada’s broader efforts to improve accountability within its immigration system and protect applicants against professional misconduct.

While legitimate immigration consultants and authorized representatives continue to play an important role in helping applicants navigate complex procedures, the government maintains that those who exploit applicants or deliberately undermine immigration rules must face consequences.

For prospective immigrants, the development reinforces the importance of using verified representatives, providing truthful information and independently checking the legitimacy of immigration opportunities.

As Canada moves towards implementing its public registry in 2027, the effectiveness of the new framework will depend largely on consistent enforcement, transparency and the government’s ability to hold fraudulent operators accountable, including those working beyond its borders.
