Edo Grants Amnesty to Over 500 Repentant Cultists

The Edo State Government has granted an amnesty and rehabilitation opportunity to more than 500 repentant cultists as Governor Monday Okpebholo reaffirmed his administration’s commitment to tackling cultism, kidnapping and other security threats across the state.

The beneficiaries participated in a mass renunciation ceremony held on Monday at the Victor Uwaifo Creative Hub along Airport Road in Benin City. The event, themed “Restitution, Amnesty and Rehabilitation,” was organised by the Edo State Special Security Squad, known as Operation Flush Out Kidnapping and Cultists.

The initiative provided an opportunity for young people willing to abandon cult-related activities to publicly renounce their affiliations and commit to peaceful and productive lives.

Governor Okpebholo, who served as the chief host, declared that his administration would not shield anyone involved in criminal activities, regardless of their political connections, social standing or family background.

He maintained that protecting residents remained a central responsibility of his government and urged youths still involved in cultism to take advantage of the rehabilitation opportunity.

“My job is clear. I swore an oath to protect Edo people and I will do that without fear or favour,” the governor said, stressing that even his own son would not be spared if found involved in cultism or kidnapping.

He warned that the government would take a tougher position against those who refused to abandon criminal activities.

The coordinator of the Edo State Special Security Squad, Noah Idemudia, commended the governor for establishing the security outfit and providing the political support required to confront cultism and kidnapping.

Idemudia attributed what he described as progress in the state’s security situation to stronger laws, improved intelligence gathering, more effective security operations and stricter enforcement.

He said these measures had contributed to a significant reduction in killings associated with cult-related violence.

However, the security claims were not accompanied by independently verified statistics during the ceremony. Sustained assessments of crime trends will be important in determining the long-term impact of the government’s security measures.

The Edo State Commissioner of Police, Patrick Daaor, urged the beneficiaries to remain committed to their decision to abandon cultism, warning that involvement in violent groups could result in death, imprisonment and the destruction of families.

Quoting Proverbs 16:25, the police commissioner cautioned that choices that initially appear attractive could ultimately lead to devastating consequences.

Daaor described the amnesty initiative as an opportunity for the youths to rebuild their lives and encouraged them not to take the government’s gesture for granted.

He said the exercise reflected a commitment to preserving the lives of young people and creating opportunities for them to become productive members of society.

His remarks highlighted the importance of combining security enforcement with preventive measures that discourage young people from joining violent groups.

Rev. Fr. Alfred Agbonlahor, chairman of the Edo State Christian Pilgrim Welfare Board, offered prayers for the beneficiaries and encouraged them to remain steadfast in their decision to renounce cultism.

He also announced plans to document the renunciants through a central database and affidavits. According to him, the beneficiaries would be organised into a community-based committee to assist security agencies in identifying criminal activities.

The proposed arrangement is intended to strengthen cooperation between residents and law enforcement agencies while supporting efforts to prevent a return to cult-related violence.

The implementation of such measures will require appropriate safeguards to ensure that personal information is handled responsibly and that individuals who have renounced cultism are not subjected to unjustified harassment.

The Commissioner for Public Safety and Security, Festus Ebea, described the programme as an important component of the security objectives under Governor Okpebholo’s SHINE Agenda.

Ebea said the administration maintained zero tolerance for kidnapping and cultism, adding that every successful renunciation represented an opportunity to weaken the influence of criminal groups.

He emphasised that the government intended to combine its security operations with opportunities for individuals willing to abandon violence and reintegrate into society.

Similarly, the Attorney-General and Commissioner for Justice, Roland Otaru, said cult-related activities had caused significant damage to lives and property. He pointed to the establishment of a Special Criminal Court as part of efforts to strengthen the state’s capacity to prosecute criminal offences.

The government’s approach reflects a dual strategy: providing an exit route for those genuinely prepared to abandon cultism while maintaining the threat of prosecution for continued criminal conduct.

One of the beneficiaries, speaking on behalf of the repentant youths, became emotional while describing the consequences of his involvement in cultism.

He said he had witnessed the deaths of friends and concluded that membership of a cult group offered no meaningful benefit.

“I am tired. I have seen death. I have seen my friends die. Cultism did not pay me. Today I have dropped it,” he said, appealing to his parents and the government for forgiveness.

He also expressed a desire to acquire vocational skills and build a better future outside criminal activities.

His testimony underscored the human cost of cult-related violence and the need for practical rehabilitation measures that address the circumstances that make young people vulnerable to recruitment into criminal groups.

While the mass renunciation ceremony represents a significant public commitment by the beneficiaries, its success will depend on what follows the event.

Effective rehabilitation typically requires more than a public declaration. Vocational training, employment opportunities, counselling, family support and consistent monitoring can help reduce the risk of individuals returning to criminal networks.

The government will also need to maintain a clear distinction between individuals who genuinely renounce cultism and those who continue to participate in criminal activities.

Amnesty does not automatically remove the need for accountability where criminal offences have been committed. The precise legal conditions governing the initiative, including eligibility requirements and the treatment of pending criminal cases, remain important considerations.

For Edo State, the central challenge will be translating the reported participation of more than 500 youths into measurable and lasting improvements in public safety.

Governor Okpebholo’s warning that there would be no leniency for unrepentant cultists reinforces his administration’s stated position that the rehabilitation opportunity is intended for those prepared to change.

The long-term effectiveness of the initiative will ultimately be judged by whether it reduces cult-related violence, prevents recruitment into criminal groups and enables former members to pursue lawful livelihoods.

Edo State grants amnesty and rehabilitation opportunities to over 500 repentant cultists as Governor Monday Okpebholo vows a tougher crackdown on cultism and kidnapping.
