FG Orders Nigerian Universities to Expel Students Linked to Kidnapping: New Crackdown to Restore Campus Security!

ABUJA, NIGERIA — The Federal Government has issued a sweeping directive to all Nigerian universities, ordering the immediate expulsion of students found to be involved in kidnapping, cultism, banditry, and other violent crimes.

The directive, signed and circulated to vice-chancellors of federal, state, and private universities, is part of a renewed national strategy to address rising insecurity and restore safety and academic stability across tertiary institutions in Nigeria.

According to the directive, any student indicted by law enforcement or found culpable through internal university disciplinary panels will be expelled without option of re-admission. Universities have also been mandated to cooperate fully with the Nigeria Police Force, DSS, and other security agencies in the investigation and prosecution of offenders.

A senior official at the Ministry, who asked not to be named, told Obaland Magazine: “This is not about punishment alone. It is about sending a clear message that our universities will not harbor criminals. Education and insecurity cannot co-exist.”

Why Now? The Rising Tide of Campus Insecurity

Over the last five years, Nigerian campuses have witnessed an alarming rise in violent incidents. From the abduction of students in Zamfara and Kaduna to cult clashes in Edo and Rivers, and cases of students being used as informants or accomplices in kidnapping rings, the line between town and gown has blurred.

The National Bureau of Statistics, NBS, in its 2024 Crime Report, noted that educational institutions recorded a 32% increase in violent incidents compared to 2022. The report also flagged the use of students by criminal syndicates for logistics, intelligence, and ransom negotiations.

In 2023, gunmen abducted students from the Federal University Gusau. In 2024, there were multiple reports of cult-related killings in universities across the South-South and Southwest. Parents and civil society groups have repeatedly called on the government to act.

Dr. Chris Piwuna, President of the Academic Staff Union of Universities, ASUU, said during a recent press conference: “Our campuses are becoming unsafe. Lecturers are afraid. Students are afraid. We support any policy that restores sanity, but it must be applied fairly and with due process.”

Context: The Legal and Policy Framework

Prof. Akin Oyebode, a constitutional lawyer, told Obaland Magazine: “The government can direct policy, but each university must still follow its own disciplinary procedures. Expulsion must be based on evidence, not rumor. Otherwise, it will be challenged in court.”

Reactions from Stakeholders

University Administrator: Many vice-chancellors have welcomed the directive. The Vice-Chancellor of the University of Ibadan, Prof. Kayode Adebowale, said in a statement that UI already has a zero-tolerance policy and will align fully with the FG order.

Student  Groups: The National Association of Nigerian Students, NANS, issued a cautious response. While condemning criminality, NANS President said: “We support cleaning our campuses, but we must ensure innocent students are not victimized. There must be fair hearing.”

Parents: The National Parents Teachers Association, NAPTA, described the directive as “long overdue.” A spokesperson said: “Parents send children to school to learn, not to be kidnapped or to become kidnappers.”

Civil Society: The Socio-Economic Rights and Accountability Project, SERAP, urged the government to also address the root causes of crime, including unemployment, drug abuse, and poor campus welfare.

Nigeria is not alone in facing campus crime. Across Africa, universities are grappling with similar challenges.

In Kenya, the University of Nairobi has deployed biometric access and private security after a series of student abductions. In South Africa, the    EndCampusViolence campaign has pushed universities to adopt stricter codes of conduct. In Ghana, the government recently funded CCTV and emergency response units in all public universities.

The African Union’s Agenda 2063 identifies education as central to development, but also stresses that “learning environments must be safe.”

Dr. Nkiru Nzegwu, an education policy analyst based in Accra, told Obaland Magazine: “What Nigeria is doing reflects a continental trend. African governments are realizing that you cannot build human capital in an atmosphere of fear. Expulsion is one tool, but prevention through counseling and economic opportunity is just as important.”

Root Causes: Beyond Expulsion

While expulsion addresses the symptom, analysts say the FG must also tackle underlying issues driving students into crime.

What Happens Next

The directive takes immediate effect. Universities have 60 days to submit their first security audit report.

The Nigeria Police Force has also created a special “Campus Safety Unit” to work with university security. The unit will focus on intelligence gathering, rapid response, and community policing.

The Federal Government is also considering legislation to make it a criminal offense for any university official to shield a student involved in violent crime.
