  • The Edo State Government has debunked claims by the Indigenous People of Biafra (IPOB) alleging that Governor Monday Okpebholo approved N6 billion as compensation to so-called “Fulani terrorists” following the recent Uromi killings. In a strongly-worded statement on Thursday, the Chief Press Secretary to the Governor, Fred Itua, described the accusation as a reckless falsehood designed to incite ethnic conflict and destabilise the peace of Edo State. The controversy stems from the events of 28 March, when sixteen hunters from Kano State were killed in the Udune Efandion community of Uromi. In the aftermath, Governor Okpebholo visited Kano to sympathise with the families of the victims and appeal for calm, while a delegation from Kano later travelled to Edo to engage in peace discussions. IPOB, in a statement released on 21 April, alleged that the Governor had secretly approved a N6 billion compensation package to appease the bereaved families a claim which the Edo State Government swiftly dismissed as baseless and inflammatory. “There is no truth whatsoever in the claim that Governor Monday Okpebholo approved or paid N6 billion to any group,” Itua said. “This is a fictitious and malicious lie concocted by IPOB to sow seeds of discord and destabilise the harmony we have nurtured in Edo State.” The government warned that IPOB’s repeated attempts to manipulate public sentiment and incite ethnic hostility under the cover of activism would not succeed in Edo State. “It has become a known tactic of this proscribed group to exploit tragic situations to spread hate and misinformation,” the statement added. “Their agenda of violence and ethnic disintegration has no place here.” Emphasising its commitment to unity, security and justice for all residents, the Edo State Government reaffirmed its stance against any form of ethnic or religious discrimination. The statement also urged security agencies to investigate the source of the inciting publication and prosecute those behind it, stressing that public order and peace must not be jeopardised by dangerous propaganda. “We remain resolute in our commitment to justice, peace and the protection of all Edo people, regardless of background,” the government declared. “We will continue to uphold the values of unity, tolerance and truth in the face of reckless attempts to destabilise our state.”

Finland’s Court of Appeal has reduced the prison sentence of Nigerian-born Biafra separatist figure Simon Ekpa from six years to four years, while upholding his convictions for terrorism-related offences.

In its ruling delivered on Thursday, the appellate court maintained the findings that Ekpa participated in the activities of a terrorist organisation and publicly incited crimes for terrorist purposes. However, the judges concluded that the circumstances surrounding his offences justified a reduction in his prison term.

According to Finland’s judiciary, the reduction was based on the court’s assessment that the circumstances in which the offences were committed closely resembled situations in which criminal liability may be mitigated, including civil war, self-defence or a state of necessity.

The court’s decision does not overturn Ekpa’s convictions. Rather, it changes the punishment imposed by the Päijät-Häme District Court in September 2025.

The appeal centredartly on Ekpa’s argument that the security situation in south-eastern Nigeria amounted to an armed conflict, meaning international humanitarian law should apply instead of Finland’s domestic terrorism legislation.

The Court of Appeal examined the intensity of the fighting, the organisation of armed groups and the nature of the military operations in the region. It acknowledged evidence suggesting characteristics of an internal armed conflict but concluded that the violence did not reach the legal threshold required to classify the situation as a civil war.

The judges pointed to the relatively sporadic nature of the attacks, the absence of evidence establishing sustained military operations of the required scale and the lack of reports of significant civilian displacement from the affected areas.

Nevertheless, the court considered the circumstances surrounding the offences sufficiently significant to justify a shorter sentence.

Ekpa was sentenced to six years in prison by the Päijät-Häme District Court in 2025 after being found guilty of participating in a terrorist organisation and publicly inciting crimes for terrorist purposes. The original proceedings also resulted in convictions for aggravated tax fraud and an offence under Finland’s legislation governing legal professionals.

The terrorism-related allegations concerned activities conducted from Lahti, Finland, between August 2021 and November 2024. According to the original court findings, Ekpa used his social media influence to promote the establishment of an independent Biafran state and encourage criminal acts in south-eastern Nigeria.

The Court of Appeal upheld the terrorism convictions under review. The two other convictions were not under review in the appeal, according to the Finnish judiciary.

The ruling has implications for continuing discussions about insecurity, separatist agitation and accountability in Nigeria’s South-East. The region has experienced attacks on security personnel, public infrastructure and civilians amid tensions involving separatist movements and armed groups.

Biafra, which declared independence in 1967, was the centre of a devastating civil war that ended in 1970. The conflict remains a significant part of Nigeria’s political history, while contemporary separatist agitation continues to raise questions about security, governance, political inclusion and the protection of civilian lives.

For Nigerian authorities and affected communities, the distinction between the reduced sentence and the upheld convictions is particularly important. The appellate court did not acquit Ekpa or declare his activities lawful. It retained the terrorism-related findings while determining that the circumstances of the offences warranted a lesser punishment.

The decision is also not yet final. Finland’s judiciary and national broadcaster Yle reported that the judgment may be appealed to a higher court, subject to the applicable legal requirements.

The reduction from six years to four years represents a significant change in Ekpa’s sentence, but it does not amount to an acquittal or an announcement of his release.

Any further legal developments will depend on the applicable Finnish judicial procedures and whether a further appeal is pursued. The case remains closely watched in Nigeria because of its links to separatist politics, regional security and the legal responsibilities of individuals operating across national borders.

For Obaland magazine, the central issue extends beyond the reduction of a prison term: the ruling underscores the importance of distinguishing between the court’s findings of criminal responsibility and the legal factors considered when determining an appropriate punishment.

Finland’s Court of Appeal has reduced Simon Ekpa’s prison sentence from six years to four, citing mitigating circumstances while upholding his terrorism-related conviction.
