“Nigeria Aviation Crisis Deepens as Unions Threaten Airlines with Nationwide Picketing Over Billions in Unremitted Ticket Sales Charges”

Nigeria’s aviation industry is facing the prospect of fresh industrial unrest as major aviation unions have intensified pressure on airline operators over the alleged non remittance of billions of naira in statutory Ticket Sales Charges (TSC), warning that nationwide picketing could begin if the outstanding obligations are not settled.

The unions, led by the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN) and the National Union of Air Transport Employees (NUATE), issued a seven day notice to airlines after an earlier 14 day ultimatum expired without what they described as satisfactory compliance. The labour groups argue that the failure of several airlines to remit the mandatory five per cent Ticket Sales Charge has significantly weakened the finances of Nigeria’s aviation agencies, raising concerns about the sustainability of critical safety oversight and operational functions.

According to the unions, the Ticket Sales Charge is a statutory levy collected from airline passengers on behalf of the Nigerian Civil Aviation Authority (NCAA) and other aviation agencies. They insist the funds are held in trust by airlines and are not part of airline revenue, making prompt remittance a legal obligation under Nigeria’s aviation regulations.

The labour organisations warned that continued delays in remitting the charges have accumulated into billions of naira, creating funding challenges for aviation agencies responsible for air safety regulation, navigation services, accident investigation and meteorological support. They maintain that unless the outstanding debts are cleared, workers will proceed with peaceful picketing of defaulting airlines, an action that could disrupt flight operations across the country.

The dispute follows months of disagreement between airline operators and regulators over the implementation of the Ticket Sales Charge. Earlier this year, the NCAA introduced measures aimed at improving compliance, including discussions with the Airline Operators of Nigeria (AON) on advance payment guarantees and other mechanisms designed to ensure timely remittance of statutory charges.

Some airline operators have, however, argued that repayment discussions with the NCAA are already underway and questioned the unions’ decision to threaten industrial action. The operators have maintained that structured engagements with regulators remain the appropriate channel for resolving the issue without disrupting air travel.

Industry observers say the latest development underscores the persistent financial pressures facing Nigeria’s aviation sector and highlights the importance of balancing regulatory compliance, airline sustainability and uninterrupted passenger services. Analysts also note that any prolonged disruption could have wider implications for business travel, tourism and economic activities across the country.

As negotiations continue, stakeholders are urging all parties to reach a mutually beneficial resolution that safeguards aviation safety while preserving operational stability within one of Africa’s largest air transport markets.
