Nigeria Opens 2026 Oil and Gas Licensing Round, Offers 40 Blocks to Global Investors.

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) announced the licensing round at its 5th anniversary ceremony in Abuja, following approval from President Bola Ahmed Tinubu, who also serves as Minister of Petroleum Resources. NUPRC Chief Executive Officer, Oritsemeyiwa Eyesan, said the blocks are open to investors with the required technical competence, financial capacity and commitment to developing Nigeria’s petroleum resources.

Nigeria has formally opened its 2026 oil and gas licensing round, placing 40 petroleum blocks across land, shallow water and deep water terrains on offer as the Federal Government seeks to attract fresh capital, expand production and strengthen investment in the upstream sector.

The latest licensing exercise comes as Nigeria continues efforts to reverse production constraints and improve the attractiveness of its upstream industry. The NUPRC has said it is targeting the restoration of more than 788,000 barrels per day of shut in production, while offshore projects estimated at between $30 billion and $50 billion are being advanced towards final investment decisions.

Beyond attracting new investors, the 2026 round is expected to test Nigeria’s ability to provide a more predictable and transparent framework for petroleum investment. According to the NUPRC, the guidelines will incorporate recommendations from the Nigeria Extractive Industries Transparency Initiative (NEITI), including clearer evaluation procedures, wider publication of bidding results and disclosure of the beneficial owners behind participating companies.

The regulator’s emphasis on transparency comes amid intense competition for upstream capital globally. Investors increasingly weigh regulatory certainty, fiscal terms, project economics, security and access to reliable geological data when deciding where to deploy capital.

The licensing round also follows Nigeria’s 2025 exercise, in which 31 companies emerged as winners of 37 oil and gas blocks after 143 companies submitted 200 bids for blocks on offer. The previous exercise attracted bids across established producing areas as well as frontier basins, highlighting continued interest in expanding Nigeria’s exploration footprint.

For Nigeria, the success of the 2026 round will ultimately depend not only on the number of blocks awarded but also on whether successful investors move promptly from bidding to exploration, development and production. Increased investment could support government revenues, employment, local content opportunities and energy supply, while responsible development will remain important given the environmental and community concerns historically associated with petroleum operations.

The NUPRC said further details on the specific blocks, qualification requirements and participation procedures will be published through its official channels and dedicated licensing-round portal.

The new round therefore represents another test of Nigeria’s broader upstream reform agenda: converting its substantial petroleum resources into sustained production and investment while maintaining transparency, regulatory predictability and accountability.
