BENIN CITY, Edo State — Edo State Governor, Senator Monday Okpebholo, has defended his administration’s appointment of about 4,000 Special Assistants (SAs), saying the appointments are part of a broader strategy to deepen grassroots engagement, strengthen political organisation and ensure that government maintains a direct connection with communities across the state.

The governor’s position comes amid questions over the scale of the appointments and their implications for public administration, government expenditure and the relationship between political patronage and grassroots governance.

Okpebholo, however, has dismissed concerns that the number of appointees constitutes a problem, maintaining that his administration’s priority is to build a governance structure capable of reaching citizens at the grassroots.

The governor’s defence places the controversial appointment within a wider political and administrative debate in Edo State over how governments should balance grassroots representation, political inclusion, accountability and the cost of maintaining a large network of political appointees.

Okpebholo: Appointments Are About Grassroots Engagement

Governor Okpebholo has consistently presented grassroots participation as an important component of his administration’s governing philosophy.

The governor’s latest defence suggests that the Special Assistants are intended to serve as part of this broader network, providing channels through which government policies, programmes and concerns can be communicated between the administration and residents.

For Okpebholo, therefore, the debate should not be reduced simply to the number of appointees. Rather, he argues that the effectiveness of governance should be judged by whether government is able to respond to the needs of citizens and deliver its programmes.

The governor has also repeatedly spoken about the importance of party cohesion, particularly as the All Progressives Congress (APC) seeks to strengthen its structure ahead of future electoral contests.

In February 2026, Okpebholo told senior government officials that his administration was driven by performance and accountability. During a three-day orientation and strategic leadership retreat, he urged public officials to embrace discipline, teamwork and measurable results.

That position is relevant to the debate over the 4,000 Special Assistants.

If the appointments are intended to advance grassroots governance, their activities should ultimately connect to measurable outcomes under the SHINE Agenda.

For example, Special Assistants deployed to communities could potentially support information dissemination, identify local development challenges, facilitate communication with government agencies and help residents understand government programmes.

But such responsibilities need to be clearly defined to prevent duplication with existing civil servants, local government officials and elected representatives.

Local Government as the Natural Grassroots Platform

The debate also raises broader questions about the relationship between political appointees and Nigeria’s local government system.

Local government councils are constitutionally positioned as the closest level of government to citizens. In practice, however, the effectiveness of grassroots administration varies considerably from state to state.

In February 2026, his administration handed 54 pieces of heavy-duty construction equipment to Edo’s 18 local government councils. The equipment included bulldozers, excavators, graders and rollers intended to support rural roads, drainage and other community-level infrastructure projects.

The initiative was presented as part of the administration’s effort to strengthen grassroots development and reduce dependence on the state government for certain local projects.

Against that backdrop, the governor’s defence of the Special Assistants can be understood as part of a wider effort to expand the administration’s reach across the state.

However, political aides and elected local government officials perform different functions. The effectiveness of grassroots governance ultimately depends on clearly defined institutional responsibilities rather than simply increasing the number of people attached to government.

Inclusion and Representation

Another dimension of Okpebholo’s administration has been its stated emphasis on inclusion.

The governor has made appointments involving people from different communities and backgrounds, arguing that residents who contribute to Edo’s development should have opportunities to participate in governance.

The Nigerian Observer recently reported on the administration’s inclusive governance strategy, highlighting appointments involving non-Edo indigenes and describing the approach as an attempt to broaden participation in government.

This broader approach is relevant because grassroots governance is ultimately about representation.

A government that maintains regular contact with communities is more likely to understand local concerns and respond to them. But inclusion must also be accompanied by accountability.

The challenge for any administration is therefore to ensure that political participation does not become an alternative to institutional governance.

Previous Controversies Over Political Appointments

Previous administrations have faced scrutiny over the number and nature of political aides.

During the final phase of former Governor Godwin Obaseki’s administration in 2024, for example, political appointments and the conversion of aides into civil servants generated controversy.

Daily Trust reported at the time that 186 senior special assistants and special advisers had been converted into full-time civil servants, while plans were also underway to absorb additional aides.

The episode demonstrated how political appointments can become an issue extending beyond politics into public-sector management and recurrent expenditure.

It also underlined the importance of establishing clear rules governing the appointment, tenure and status of political aides.

For the current administration, the lesson is that political appointments can attract sustained public scrutiny, particularly when the number involved is substantial.

What Edo Residents Should Expect

For Edo residents, the most important issue is ultimately whether the appointments translate into better governance.

Citizens are less concerned with the political label attached to an aide than with whether government responds to their needs.

If Special Assistants are genuinely deployed to improve communication between government and communities, they could potentially contribute to better grassroots engagement.

But if their responsibilities overlap with existing institutions or become primarily political, questions about efficiency and value for money will remain.

This is why performance indicators matter.

The administration could strengthen public confidence by making clear how the 4,000 appointees are distributed across the state’s 18 local government areas, what their duties are, how their performance will be evaluated and what financial commitments their appointments create for the state.

Such transparency would move the debate away from speculation and toward measurable governance outcomes.

The Broader Political Context

The timing of the debate is also significant.

Nigeria’s political parties are already positioning themselves for future electoral contests, and governors are increasingly under pressure to consolidate their political structures.

Governments require political aides. Governors need trusted officials who can advise them, communicate with communities and coordinate political and administrative responsibilities.

Governor Okpebholo’s assertion that the appointments are not an issue will be most convincingly established not through political arguments but through evidence of performance.

Conversely, if the positions generate substantial public expenditure without clear responsibilities or measurable benefits, criticism is likely to persist.
