Turkey Bans Social Media for Under 15 Years, Introduces Mandatory Age Verification From November 1.

Turkey has announced new regulations prohibiting children under the age of 15 from accessing social media platforms, with the restrictions scheduled to take effect on November 1, 2026. The measure is part of the government’s efforts to strengthen online child protection and address growing concerns about the effects of social media on young users.

The regulations were published in Turkey’s Official Gazette on October 10, following the passage of legislation by parliament in April. Under the new rules, social media companies must introduce effective age verification systems and implement safeguards to prevent children below the minimum age from accessing their services.

Mandatory Age Verification and Stricter Rules for Teenagers

Under the new regulations, social media platforms must reject account registration requests from children under 15 and close existing accounts identified as belonging to users below the permitted age.

The rules also require platforms to introduce age verification mechanisms that establish whether users meet the required age thresholds while protecting their personal information. According to reports, Turkey plans to use a digital verification token linked to its e government system, known as e Devlet.

Existing accounts must undergo age verification by March 31, 2027, giving platforms additional time to bring their current user bases into compliance.

The regulations extend beyond children under 15. Users aged 15 to 17 will be subject to additional restrictions, including private accounts, limitations on who can send them messages, and a prohibition on personalized advertising. Platforms must also restrict features designed to encourage excessive screen time, including infinite scrolling feeds and auto play functions.

Government Cites Online Safety Concerns

The restrictions reflect growing international concern about the potential effects of social media on children’s physical and psychological well-being.

Risks associated with excessive or unsafe social media use include cyber bullying, sleep disruption, exposure to harmful content, compulsive screen use and body image concerns.

By introducing age restrictions and stronger parental controls, Turkish authorities aim to make digital environments safer for children and give parents greater oversight of their children’s online activities.

The new framework also requires platforms to provide parental control tools that allow parents to manage account settings, monitor screen time and oversee certain paid transactions. Companies are expected to strengthen content filtering systems and take measures to reduce children’s exposure to material that could negatively affect their development.

Turkey Joins Growing International Push to Restrict Children’s Social Media Use

Turkey’s decision comes amid an expanding international debate over whether governments should impose minimum ages for social media access.

Australia introduced a minimum-age restriction preventing children under 16 from holding accounts on covered social media platforms in December 2025. Several European countries, including France and Britain, have also been considering or pursuing measures to strengthen protections for young people online.

Supporters of age restrictions argue that social media companies should take greater responsibility for the effects of their products on children, particularly where platform designs encourage prolonged use or expose minors to harmful material.

However, implementing such restrictions presents practical challenges, including verifying users’ ages accurately, protecting personal data and preventing children from bypassing safeguards.

The effectiveness of Turkey’s new policy will therefore depend partly on how consistently platforms enforce the rules and whether age verification systems can protect children without unnecessarily compromising users’ privacy.

Child Protection and Digital Rights Remain Central to the Debate

Although the policy is presented as a child protection measure, restrictions on online platforms also raise broader questions about digital rights, privacy and freedom of expression.

Turkey has faced criticism from press-freedom and human rights organisations over restrictions on media outlets, journalists and online accounts. These concerns form part of the wider debate surrounding the government’s approach to regulating digital spaces.

The challenge for policymakers is to ensure that measures intended to protect children are transparent, proportionate and subject to appropriate oversight.

For social media companies, the November 1 deadline marks the beginning of a stricter regulatory environment in Turkey. Platforms will need to demonstrate compliance with age restrictions, improve protections for teenage users and establish systems that safeguard children’s interests.

As governments worldwide reassess the relationship between young people and digital technology, Turkey’s approach will contribute to the continuing debate over how best to balance child safety, parental responsibility, privacy and access to online communication.
